On March 8th, 2017 Toledo-Lucas County Health Department held a meeting for Lead Inspectors, but he information is useful for both inspectors and rental property owners. Below is a breakdown of the discussed topics :
Updates-
- Risk Assessors- If you have been been taught guidelines by the State of Ohio, know that Toledo is not as strict. The city is here to help you, if you have questions on how to conduct clearance inspections don't hesitate to contact them.
- Inspection Reports – Paper work needs to be filled out during the visual and dust wipe inspection. Paperwork does NOT need to be filled out for the consultation.
Discussion points and FAQ-
- No water or soil will be tested.
- The dust wipes are not going to go away.
- Basements: If it is not a living space then it does not need an inspection, but definitions of living spaces can differ. If it does not need an inspection, then it doesn’t need to go into the report.
- It is not a conflict of interest to first do the consultation then do the inspection on the same home.
- All inspections should get turned into TLCHD, regardless of result. This way the county can keep track of all the inspections being completed.
- If a house was built prior to 1978, but the home has a newer additions, it still needs to comply with the inspection as it is a part of the home. The city is checking into the legality of peeling paint in new additions.
- If a homeowner has a rental property that they DO NOT rent out, they do not need to comply as long as they can prove that they are NOT renting it out. (Storage, family living there free of charge. Landlord in one unit, tenant in the other, only the one being rented needs an inspection)
- The county is currently working on clarification on what a “Family” entails in regards to completing inspections and what it means to inspectors and homeowners.
- There will be info about the Lead Ordinance sent out in water bills after the City Council votes im April.
- There will be funding available through the State for property owners at some point in the future.
- There is a City Council meeting on April 11, 2017 at 2 pm to discuss adjustments to the Ordinance. Voting will take place Tuesday April 18, 2017 at 4pm.
